Values versus regulations?

Vienna [ENA] Today, while observing a happy crowd at a ski-lift (I don’t ski now after an operation on my leg, but I wanted to experience the snow) I saw the following picture. A man of around 60-years old was staying at the middle of the pathway where people were going up and down to the ski-lift. He obviously came too high; it was too steep, and he was in trouble to get down again.

Holding his weight with the help of a stick, it was visible that his legs were damaged, and that he would not be able to get down by himself. In addition, the man had only a thin shirt and a fleece pullover despite chilling wind. The man was staying helpless at the middle of the pathways and nobody from young, strong, full of energy people who passed by offered him a hand of help. I brought the man down. Maybe I did not do it too well. He was quite big, and we almost felt down a couple of times. But finally, we were down the slope at the stable ground.

While going down he told me various stories. How happy he was that the ski-lift opened. How fast he moved up to the hill in desire to watch people skiing and in memories of nice days he spent on the slope with his friends. And that he did not realized that he went too fast and too far until he remarked that he could not get down. This story made me think about a whole bunch of questions.

Are the risk management measures being so frequently discussed during the last days not for the sake to protect people at risk, at the first hand? Why nobody offered a hand of help to the man? He would respond to all criteria of a person being at risk - aged, not quite healthy, not properly dressed for this cold day? Was it a consideration of social distance rule and this is how people tried to help him? Was it own stress while coping with a bunch of new regulations while going to ski-lift? Or own wish for fun and sports after a long period of abstinence? How many people during the lockdown offered to buy food, to walk the dog or helped in any other way people at risk?

And are these the regulations or rather values and attitudes to each other which help some societies to cope better than other societies with management of the risk of pandemic? All questions to which I don’t know the answer. But maybe someone else has an idea here? We are living in challenging times but one thing should remain stable. Like in a U2 send "carry each other"! And care for each other!
